Thanh Hóa Commences Comprehensive Inventory of Public Assets

Thanh Hóa Province has finalized a comprehensive inventory of public assets, adhering to Prime Ministerial Decision No. 213/QĐ-TTg, dated March 1, 2024, which mandates a nationwide audit of state-owned assets. The initiative, overseen by a provincial steering committee, encompasses assets held by government agencies, organizations, and state-invested infrastructure.

The inventory encompassed 3,134 entities, covering 12 key asset categories under provincial jurisdiction. A total of 133,911 assets were identified across 3,093 entities. The breakdown of asset management is as follows:

  • Government Agencies: 20,950 assets
  • Public Service Units: 109,383 assets
  • Party Agencies: 2,974 assets
  • Socio-Political Organizations: 476 assets
  • Other Organizations: 128 assets

The aggregate historical cost of these assets is valued at VNĐ 119,894.33 trillion, with a net book value of VNĐ 96,296.64 trillion.

Infrastructure Asset Inventory:

  • Road Infrastructure: 4,933 assets inventoried across 552 entities, primarily managed by state entities. The historical cost totaled VNĐ 69,201.82 trillion, with a net book value of VNĐ 49,750.24 trillion. Investment in upgrades and expansions amounted to VNĐ 1,951.24 trillion.

  • Inland Waterway Infrastructure: 121 assets managed by a single state agency, with a historical cost of VNĐ 126.33 trillion and a net book value of VNĐ 119.3 trillion.

  • Clean Water Supply Infrastructure: 165 assets across 64 entities, including 146 assets under state management, with the remainder held by public service units and state-invested enterprises. The historical cost reached VNĐ 1,184.18 trillion, with a net book value of VNĐ 773.52 trillion and upgrade investments totaling VNĐ 10.42 trillion.

  • Irrigation Infrastructure: 2,035 assets across 189 entities, primarily managed by state entities. The historical cost was VNĐ 6,382.07 trillion, with a net book value of VNĐ 5,144.9 trillion, and upgrades amounting to VNĐ 540.72 trillion.

  • Market Infrastructure: 822 assets at 248 state agencies, totaling a historical cost of VNĐ 3,273.65 trillion and a net book value of VNĐ 3,038.59 trillion.

  • Industrial Cluster Infrastructure: 2 assets

  • Industrial Park Infrastructure: 4 assets

  • Economic Zone Infrastructure: 20 assets

The aggregate historical cost and net book value for the preceding categories are VNĐ 89.94 trillion and VNĐ 74.55 trillion; VNĐ 266.17 trillion and VNĐ 138.92 trillion; VNĐ 2,743.43 trillion and VNĐ 2,037.79 trillion respectively.

  • Dyke and Climate Change Adaptation Infrastructure: 211 assets across 32 entities, with a historical cost of VNĐ 7,521.54 trillion, a net book value of VNĐ 536.58 trillion, and upgrade investments of VNĐ 1,971.76 trillion.

  • Fishing Port Infrastructure: 72 assets

  • Culture and Sports Infrastructure: 11,127 assets across 551 entities, predominantly under state control. The historical cost is VNĐ 19,786.12 trillion, with a net book value of VNĐ 18,105.09 trillion.

The inventory’s findings are crucial for Thanh Hóa Province to optimize the management and utilization of public assets, facilitating socio-economic development and supporting the establishment of a national public asset database, as directed by the government.
